  Notice & Annoucement

        The State Academy of Training, Manipur was established in 1985 in pursuance of the recommendations set out in the Chief Secretaries Conference on 7th and 8th May, 1976 under the Chairmanship of the Prime Minister of India to develop Human Resources in the administrative and executive personnel at the cutting edge level by imparting training to bring about a fully developed administration as a part of National Policy.

        The Academy is headed by a Director General who is the senior officer above Super time Scale from the IAS, an Additional Director, who is the senior MCS officer, a Deputy Director & an Administrative Officer of MCS Cadre with other support staff. The Institute does not have regular teaching faculties. There are 6 (six) computer faculties and 3 (three) Computer Technical Assistants on contract basis for imparting trainings on e-Governance. Expert/Resource persons in other streams are engaged from time to time on honorarium, at rates fixed by the Government.

         State Academy is an Apex ATI. The campus of SAT is located at Takyelpat, Imphal West, Manipur at a distance of about 5 km. from the Manipur Secretariat. The campus is spread over an area of about 10 acres.

        The Academy has at present two buildings which accomodate the various training infrastructure and administrative offices. Over and above it has got hostel for residential accommodation of participants persuing various courses.


        To be the nerve centre of training in the state of Manipur and to provide guidance to all the departments and institutions of the state Government as well as the NGOs' on quality training and capacity building.


        To develop the State Academy of Training as a centre of excellence with regard to human resource development of the officials of the Government of Manipur.


        To upgrade professional knowledge and skills of the officials of the state Government by providing three pronged trainings:

        I.    Induction training, at the time of joining the service.

        II. In-Service Training, during the course of service. on various aspects such as e-governance, finance & accounts, responsiveness and transparency;

        III. Specialized training, based onthe specific needs and demand of the concerned state Government Departments/Institution. To develope the State Academy of Training as a centre of excellence with regard to human resource development of the officials of the Government of Manipur.


  The Academy has chosen the following major areas of training:

  1. Information Technology & its application in Public Service/Public Administration;
  2. E-Governance (yet to be formalized);
  3. Financial Management like DDO & Project Appraisal and Government Finance;
  4. Administration, Law, Justice & Revenue Administration;
  5. RTI Act, 2005;
  6. Disaster Management ;
  7. Oraganizational Behavior;
  8. Urban Management & Development ;
  9. Rural Management, Decentralized Planning and Development;
  10. Human Rights;
  11. Capacity Building Poverty Reduction;
