History

The State Academy of Training, Manipur was established in 1985 in pursuance of the recommendations set out in the Chief Secretaries Conference on 7th and 8th May, 1976 under the Chairmanship of the Prime Minister of India to develop Human Resources in the administrative and executive personnel at the cutting edge level by imparting training to bring about a fully developed administration as a part of National Policy. As per the State Training Policy, 2013, the State Academy of Training has been declared as the Apex Training Institute of the State of Manipur and will play a lead role in co-ordinating training across sectors and departments.

The State Academy is headed by a Director General who is a senior officer above the Super-time Scale of IAS cadre, assisted and supported by an Additional Director who is a senior MCS cadre of Selection Grade, a Senior Administrative Officer of MCS cadre, a Senior Finance Officer of MFS cadre, who also acts as the Head of Internal Finance Division(IFD) of the Department, a Deputy Director(SAT) of MCS cadre and a Deputy Director(IT/Trg.) with other staffs of the Academy. The Institute does not have regular Teaching Faculties except for Computer courses for which there are 5(five)  Faculties and 3(three) Technical Assistants to impart training on IT and e-Governance related subjects. Experts/ Resource persons in other streams are engaged from time to time on honorarium, at rates fixed by the Government.

The campus of SAT is located at Takyelpat, Imphal West, Manipur at a distance of about 5 km. from the Manipur Secretariat. The campus is spread over an area of about 10 acres.

The Academy has at present two buildings that accommodate the various training infrastructure and administrative offices. Over and above it has got hostel for residential accommodation of participants pursuing various courses.
